Felix Achibiri Chairman
Felix Achibiri is the visionary Executive Chairman/Founder of DFC Holdings Limited, a private owned, internationally diversified African company which was set up to seize the increasing investment opportunities in Nigeria and the African Continent.
His entrepreneurial experience spans over 20 years and his core skills include Leadership, Business Conceptualisation, Development and Strategy.
With a career spanning over two decades, Mr Achibiri sits on the board of several companies.
He is currently the Chairman of Fortis Microfinance Bank Plc, a fast-growing microfinance bank
listed on the Nigerian Stock Exchange. He is the Executive Vice Chairman and CEO of Rural Steel
Bridging Limited, Executive Chairman Site Services Technologies Limited, Director Petroleum
Projects International (PPI), Director Gelmark Power Solutions Limited, Vice Chairman Greenfields
Global Inceptis, the owners and managers of the planned Osolu Island Pam Resort.
Mr. Achibiri is also a Director of Genesis Energy Group Limited, the parent company of Genesis
Electricity Limited, a company with a vision to light up Africa, through its one community at a
time initiative. The company has just embarked on the development of the flagship multi-million
dollar 84MW Distributed Power Project (DPP), in partnership with General Electricity of USA
(GE), at the back of a 20 year Power Purchase Agreement with the Nigerian
National Petroleum Corporation (NNPC) for a dedicated electricity power
supply to the largest refinery complex in Sub Saharan Africa, NNPC’s Port
Harcourt Refinery Facility. The project has been completed and commissioned
Mr. Achibiri has been conferred with several awards locally and across the
globe. He is a member of the prestigious Conservative African Business Group
London, a member of the British Safety Council, a member of the African Energy
Association, a member of the Body of Fellows of the Institute of Credit
Administration (ICA), a Fellow of the Institute of Professional Industrialists and
Management Development (IPIMD), a Fellow of the Public Administration and
Management Development Institute (PAMDI), and a Fellow of the Institute of
Credit Administration (ICA), a recipient of the Institute of Credit Administration
(ICA) Credit Management Honors Award 2014 and Chairman’s Merit Award
from the Chairman, Nigerian Society of Engineers, Water Division, for his
contribution to Engineering, just to mention a few. He and his team at DFC
Holdings Limited were recently recognised for quality, innovation and
excellence by the Business Initiative Directions (BID) and was conferred with the
Century International Quality ERA award, Gold Category (2015).

Felix Momodu Okaka Director
Mr. Okaka has a hands-on working career of over two decades working with major Financial Institutions and other organizations. While in the banking sector, he held key positions from managerial, general management to Executive Directorship level before taking a leave from main stream banking a few years ago
Mr. Okaka has in-depth experience in public sector projects and public sector relationships. While serving as the Head, Public Sector Business Division, one of the most profitable divisions of the United Bank for Africa, he was responsible for the banks’ public sector businesses in all the states of Nigeria and a portfolio of more than USD750 million. At Diamond Bank, he created a niche for himself for the uncommon techniques he deployed for establishing new branches/businesses and quickly turning them into profitability centers at record times.
He sits on the board of several companies amongst them: Genesis Electricity Limited, a full service energy solution company providing power generation, transmission and distribution services in African States; Petroleum Projects International Limited (PPI); Fortis Microfinance Bank Limited; Fortis Mobile Money Limited; Sterling Plaswall Development Limited; African Green Projects Limited (Afrgreen); Greenfield Global Inceptis and many others.

Barbara James Director
Barbara is founder and CEO of the first independent pan-African private equity Fund of Funds - Henshaw Capital Partners.
Barbara Co-Chairs the Nigerian Federal Government Private Equity and Venture Capital Development Committee. She also served on the Nigerian Federal Government Committee on Information Technology Incubation Centre Development in 2011/2012 and on the Nigerian Federal Ministry of Trade and Investment committee on Small and Medium Enterprise Development in 2011.
After a 15 year career in business applications of information systems, she entered the African venture capital industry and helped establish the African Venture Capital Association (AVCA). At AVCA, she was responsible for the development, fund raising and implementation of programs to promote and strengthen the private equity and venture capital industry in Africa including AVCA’s research and publications program, training program, industry briefing and conference program, advocacy and regulatory programs.
Barbara has been instrumental in the development of innovative venture capital solutions in Africa. They include initiating the African Diaspora SME Fund; advocating for UK (and G8) tax incentives to investors in African venture capital; an African Technical Assistance Fund and the first independent African venture capital Fund of Funds. In 2007, she advised the Kenyan, Tanzanian and Ugandan Governments on the setting up of an SME venture capital fund, a technical assistance facility and an enabling regulatory environment for venture capital in East Africa. She is on the Board of East Africa Capital Partners - an OPIC financed fund making private equity investments in technology, media and telecoms sectors in East Africa.
She is a recognized expert in the field of African private equity and has spoken t several conferences as well as featured in several print, electronic and broadcast media including CNN and the BBC discussing issues of venture capital and development in Africa. She has a BSc in Computer Science and an M.Sc. in Business Systems Analysis and Design. She also qualified as a Certified Information Systems Auditor (CISA) and a Microsoft Certified Systems Engineer (MCSE) and has trained professionally as a venture capital General Partner (investment manager) and Limited Partner (investor).
Prior to her role at the African Venture Capital Association (2004 – 2007), she studied ‘Finance and Innovation’ at Phd level (2002 – 2004), and worked at Mason Communications (2000 – 2001), Deloitte & Touché, London (1997 – 2000), Catholic Fund for Oversees Development (CAFOD), London (1991- 1997), Abbey National, Milton Keynes (1989 – 1990) and DP Advisors, London (1988 – 1989). In 2012, she was appointed to the Board of Governors of the University of Anglia Ruskin (UK) and to the Advisory Panel of Omnia Strategy LLP (UK) an international consulting firm founded by Mrs. Cherie Blair QC CBE.
Charles Quintal Director
Mr. Charles Quintal is the President and Chief Executive Officer at Quintal & Co. Financial Services Inc. licensed under the Securities and Exchange Commissions of 4 different provinces in Canada as well as under the regulatory body of the Real Estate Industry in the province of Quebec, Canada. He has over 30 years experience in corporate, structured and real estate finance and in managing various asset classes. From 2008 to 2011, he was Chairman of the ‘Master Asset Vehicle 1 ’ Advisory Committee, Mouvement Desjardins, National Bank of Canada, PSP Investments, and Alberta Treasury Branches. He served as Assistant Vice President at Caisse de dépôt et placement du Québec (CDPQ). Prior to this, Mr. Quintal was Vice-President, Structured Finance, Caisse de dépôt et placement du Québec (Cadim). He graduated from Laval University’s Actuarial School and is a certified Board Director (CAS).
He brings on board a wealth of experience in structured finance. This is based on his experience in managing a $CAD $12.5 billion portfolio, and Chairing a trust with CAD $15 billion of assets while working for Caisse de dépôt et placement du Québec, one of the largest asset manager in Canada, amongst other high net worth transactions.
Recently, since establishing his securities firm, he and his team have been focusing on raising capital on 3 sectors: Energy, Infrastructure and Real Estate. This aligns well with the projects currently undertaken by DFC Capital Limited.
